In the novel, a group called "The Party" controls the government and the people through a secret police force called "The Thought Police". The Thought Police have into their files all books that have been written or read.

A thoughtcrime is into the list of crimes that one could commit. If someone has committed a thoughtcrime, they are sent before a "judge" who makes an order to remove the book from the shelves of the libraries. In the book, Winston Smith has been accused of having read a forbidden book and he must present his personal copy from which he had read it.

This leads him to believe that, since he cannot remember ever having read it, he must have read it on another person's personal copy.
